Please add ability to undervolt GPU

First, I would like to thank you for your work on this. I really appreciate it :-)

Background info: I have found the undervolt stability threshold of my GPU by following the instructions shown in this video between 8:36 and 11:00. https://www.youtube.com/watch?v=zUkPAVcb9Xc

With the undervolt applied, my RTX 2060 KO's load temps fell from 74C to 61C, and the power consumption fell by 20%, while the fan speed and resulting noise also declined, while a slight overclock was also applied. All around goodness.

Proposal: I would love to reap the benefits of an undervolt profile in Linux as well as Windows, but so far I have not found a linux program that can control/modify the GPU’s voltage/frequency curve like MSI Afterburner does.

I would do a GPU BIOS flash if it were possible, to permanently bake my customized stable voltage / frequency curve into the GPU, like I have in years past, but rumor is that Nvidia has encrypted their last few generations of GPUs BIOSes, to prevent the masses from being able to tinker with them, so there are not currently any BIOS editing solutions exist for that on Nvidia’s RTX cards.

GreenWithEnvy seems like the perfect program to use for under-volting, because voltage control goes hand-and-hand with overclocking.
