Add contract type and peak demands fields of Campi and build docker compose container no longer create migration files
Add fields from issue #141 (closed) .
Obs: The default value for the Contract Type field in campus objects already created in the database is the Blue contract type, with the value of peak and off-peak demands equal to zero.
