Drop packer for losetup, qemu, chroot, ansible-comm

What is it doing for us?

• Recognizes several formats: .xz, .img. But that is trivial
• Auto mounts and provides ansible comm. But that is losetup, qemu (cf tools/in-img). Need ansible-comms
• Resizing.
• Anything else?

Ansible-comms is most unknown. Probably documented in ansible. Just a variant of "install locally"? It's just shell...
