Migrate to github

Looks here repo is abadoned, can help with this project. Why i need this? We have renovate (https://github.com/renovateapp/renovate) first and single open source bot for manage dependencies. Many PHP projects use composer as package manager for their dependencies. Pritter have issue from me on support composer https://github.com/renovateapp/renovate/issues/1357. You can look on answer and find example how this do python. Renovate written on js, only one bloker to start impmeneting this - need porting https://github.com/composer/semver on js. I think using this preset should be solve problem. Thanks!
