Taiga #309- Web Services - Remove old REST API and add include_items

- Adds information about include_items for OAI-PMH
- Prettify formatting of OAI conf sample file
- Remove REST API as this refers to a very old implementation
  from Biblibre that was never in Koha core and has nothing
  to do with the current work done in Koha (confusing)
