Add XRA1201 and XRA1201P.

Add XRA1201 and XRA1201P, a pin compatible chip to the TCA9535 and TCA9555 from MaxLinear.

This is creating 4 derived symbols: XRA1201 (2 packages) / XRA1201P (2 packages)

XRA1201 is Pin and software compatible with the PCA9535, TCA9535, and MAX7312. XRA1201P is Pin and software compatible with CAT9555, PCA9555, TCA9555, MAX7311 and MAX7318.

NOTE: The Only difference in footprint is the XRA1201* QFN has a EP suggested at 2.5mm vs TRA9535 / TRA9555 of 2.45. Still using Package_DFN_QFN:VQFN-24-1EP_4x4mm_P0.5mm_EP2.45x2.45mm. This was tested on a working PCBA.
