3D Viewer- can't zoom in as far on small boards vs large boards
Description
In the 3D viewer for the PCB editor, the maximum allowed zoom level seems to depend on the size/bounding box of the PCB file. I think this is suboptimal- you should be able to see the same amount of detail regardless of the total size. I'm pretty sure this is a regression, but I can't remember for certain and don't have an old install to check.
