Lines are selectable by single click in footprint editor even if layer is hidden
Description
Related to #1674 (closed) but in footprint editor. Lines are selectable by single click, even if they are on hidden layers. They are not selectable by the drag box. I don't think they should be selectable.
Steps to reproduce
- Open up any footprint with a courtyard, and note where the lines are
- Hide the courtyard layer
- Click where the line would be
- Line is selected when it shouldn't be
