Lines are selectable by single click in footprint editor even if layer is hidden

Description

Related to #1674 (closed) but in footprint editor. Lines are selectable by single click, even if they are on hidden layers. They are not selectable by the drag box. I don't think they should be selectable.

Steps to reproduce

  1. Open up any footprint with a courtyard, and note where the lines are
  2. Hide the courtyard layer
  3. Click where the line would be
  4. Line is selected when it shouldn't be
