Pcbnew: DRC: Keeput Area does not Check Footprints only Pads

Steps to reproduce

Start Pcbnew
Place footprint
Place keeput area around it
Select keeput for footprints in the area's properties
Run DRC
Observe that the footprint does not create a DRC violation.
