Error when starting pcbnew: failure to create plugins directory

Description

I get this message when starting pcbnew now:

Directory '/home/alex/.config/kicad/5.99/scripting/plugins' couldn't be created (error 2: No such file or directory)

Resolved by creating ~/.config/kicad/5.99/scripting manually.

Steps to reproduce

1. Start pcbnew without ~/.config/kicad/5.99/scripting present.
