Add Fab layers to Text & Graphics default values grid (lp:#1801710)

I routinely want to set the Fab layer texts to a smaller value than the
other layers. In Board Setup -> Text & Graphics and other places it could
be added to the list of specific layers which can have their own values
instead of treated as "other layers".
