3D Export Result for Castellated Holes Not Work

Description

The 3D output result is different if we compare it with KiCad 3D viewer

If it was exported to 3D model the pads is not removed.

Steps to reproduce

1. test_castellated_holes.zip
2. Open KiCad board
3. File --> Export --> VRML --> OK
4. Open 3D model output using FreeCAD or another CAD software or using https://3dviewer.net/
