Edit Track and Via Properties sets microvias incorrectly

Description

The Edit Track and Via Properties tool sets micro vias to have the through via size instead of the micro via size.

Steps to reproduce

1. Edit -> Edit Track and Via Properties
2. Scope: Vias
3. Set to net class values (ensure the net classes have different sizes for "via" and "micro via"
4. OK
5. Note all micro vias have now been set to the full/through via size.
