Zone outlines behind the fill are invisible until selected

Description

After switching layers, it becomes impossible to see zone outlines, as the fills seem to cover it.

This fixes for a zone when it's selected, or for all when refilled, or "Show filled area of zones" button is pressed.

Steps to reproduce

1. Create a zone, fill it
2. Switch to another layer
3. (Optional) Switch back
4. The zone outline under the fill is invisible.
