PcbNew 6.99: "Update footprint" does nothing if only text height is changed/different

Description

If library and on-board footprints differ only in text height (e.g. refdes), the footprint is not updated by "Update footprint".

Steps to reproduce

1. On any board, change any footprint e.g. refdes text height to something different to the library values
2. update the footprint
3. Observe that the footprint is not updated and the output message is .........(no changes)
