Custom physical_clearance and physical_hole_clearance rules ignored by interactive router

When custom physical_clearance or physical_hole_clearance rules are defined, they are not evaluated by the interactive router. Violation are caught correclty when running DRC though.
This is related to https://gitlab.com/kicad/code/kicad/-/work_items/18658 and https://gitlab.com/kicad/code/kicad/-/work_items/23699 I think.

2. Start routing single track
3. Switch to via mode
4. via can be placed on pads of same net (it even snaps to the pad center if it's enabled).
