Automatic management of libraries installed by PCM

Since PCM has introduced the ability to install libraries and footprints, an important aspect of the feature is KiCAD's ability to manage those added items. As long as the 3rdparty path(library/footprint) is defined, the next step implies that KiCAD should be able to dynamically scan this path, and other possible library paths, check if the lib/footprint entry already exists or broken then add/remove it accordingly. However, removal might be dangerous, so starting with the scanning capability and addition is a nice touch in KiCAD.
