PCBNEW: Incorrect Scaling on Step Exported Components

Description

If you change the scaling of a 3d model on the component edit menu, and then export the project as a step file, the scaling changes are not in the step file.

Steps to reproduce

1. Hover mouse over componet and press 'E'
2. Click "3D Settings Tab
3. Click on a 3D Model
4. Change the Scale Factor to something easy to notice
5. Click OK
6. Click File -> Export -> Step
7. Leave these settings at Default Values and Click Export
8. Open Exported Step file in FreeCad and see that the scaling changes are not there.
