Netlist failing with a hierarchical design

Description

ROW0-ROW7 should be connected between the two sheets, however, they are not.

Steps to reproduce

  1. Open the attached schematic: netlist_not_connected.zip (schematic simplified to isolate the issue).
  2. Update PCB from SCH and the nets are still not connected together.

KiCad Version

Not sure when it started failing but it was behaving the same way a few nightlies ago. I was waiting in case it magically fixed itself but it didn't :)
