The path including Japanese is garbled and cannot be used. (regression in KiCad 5.1.7)

Description

Paths containing Japanese cannot be used because they are garbled. (KiCad 5.1.7 or later.)

If Japanese is included in the Library Path when setting the Project Specific Libraries in the Footprint Libraries settings, the path will be garbled and the library cannot be set.

Steps to reproduce

  1. Preferences->Manage Footprint Libraries->Project Specific Library
  2. Add a folder that contains Japanese in the path. For example: \OneDrive\ドキュメント\KiCad\McardProto\SimplePad
  3. An error is displayed and the path cannot be added.

KiCad 5.1.7 or later.

${KIPRJMOD} path is garbled. The correct path is "\OneDrive\ドキュメント\KiCad\McardProto".

KiCad 5.1.6

${KIPRJMOD} path is not garbled. No problem.
