PCBNEW DRC Checker Feature Request: Exclude option also for unconnected items

Description

I would like an exclude option (similiar as it's for clearances now) for unconnected items in the DRC checker. So i can mute intentional non-connection errors also.

How it should work

1. Produce an non-connected error
2. RUN DRC
3. Silence the non connection by exluding it also.
