Support design blocks (reuse library) for PCBs (lp:#1846332)

Feature request:

Footprint made of footprints.
Allow multiple footprints to be wired together in a fixed arrangement that
can be referenced and placed as a single part.
This would preserve information for BOM/PnP. Essentially a schematic symbol
that acts like a hierarchical sheet with a small routed circuit as the
footprint.

My usecase would be to create arrangements of parts to be used as logic
gates, then be able to place these "logic gates" as symbols in a schematic.
Once the schematic is complete, the components would already be grouped and
wired as logic gates when I'm ready to route the PCB.
