Initial language

Description

In V9 configuration I have English language selected. At first run of V10 it doesn't know it so it asks for Configuration in Polish. I select to import settings from V9. Then we finish whole setup in Polish ending with KiCad being opened in Polish:

After close/open it is in English.

I think each dialog boxes after selecting to use V9 configuration could be already in English or at least first KiCad run at end should be in English.

I have reported it only because I want to report something about initial library configuration and wanted to use screen-shot but can have it only in Polish.
