Long press on "Rotate" hotkey gives unexpected result. 10.0.3 & 10.99

A LONG press on the R for Rotate (or Shift+R) hotkey allows the item to rotate AND keep rotating, after the key has been released, for a seemingly random time.

Steps to reproduce

Open any Editor Highlight item Press R (rotate) hotkey for 1+ seconds

Item Continues rotating at its predetermined angle AND continues rotating, after the hotkey is released, for some random(?) time.

Expectation is that either a single rotation angle is completed (as is the case for a short click) or the rotating to only continue as long as the hotkey is held down.
