Symbol SVG export reference and value fields misplaced

Description

SVG exporting a symbol using either the command line or the GUI results in the reference and value fields in the exported SVG to be misplaced.

Steps to reproduce

  1. Open Symbol Editor
  2. Open R_Photo
  3. Export to SVG
  4. View SVG
