FP on bottom layer not selectable

Description

Under some circumstances (layer+objects visibility settings) some footprints (probably FP without pads) are not selectable.

The example below shows a custom fiducial which is not selectable if only bottom layers are displayed.

This affects v9+v10.

Steps to reproduce

  1. open attached project, open board: select_bottom.zip
  2. set selection filter to allow all selections
  3. set layer preset to "0_standard_ohne_namen"
  4. try to select fiducial --> possible
  5. set layer preset to "0_BOT_ohne_namen"
  6. try to select fiducial --> not possible
