[Feature] ERC/DRC reports shall list ignored checks

Following up on #22379 (closed), I argue that reports shall list what type of checks were not performed because the respective type of violation is set to be ignored.

There are no violations at all for rules that are ignored, so not knowing what rules were ignored when the report was created leaves the user up to guess whether there should have been violations.
