Eeschema: remember "Change symbol" and "Update symbol" checkmark status

Description

The "Change symbol" and "Update symbol" checkmarks do not have "Value" checked by default. If you check it yourself, the setting is remembered for a while, but forgotten the next time you restart Kicad. Interestingly you can close and reopen schematic editor and the settings stay, but once you restart the main Kicad project explorer, "Value" is no longer checked.

This is quite big importance to us because our library has separate symbol for every part, and Value should always match the library part.

So my suggestion, either store the setting together with project, or make a global setting for the default checkmarks.
