The PCB measuring tool cannot be turned off normally at certain times

Description

I'm not sure how it was triggered, but it often happens. During my PCB drawing process, at a certain point, when you finished using the measuring tool and pressed the ESC key, you were unable to cancel the tool. At this point, the measuring tool button displayed a selected state, and the mouse arrow also changed to the measuring tool icon. However, in reality, it could not be measured and you needed to manually switch to another tool to cancel the selected state of the measuring tool.
