PCBNew: Position Relative To isn't working like it used to(should).

Description

Previously you could select a pad of a footprint to be your move origin when using the special tool - position relative to (shift +p). Now when you select a pad it uses the footprint origin and not the pad.

This has happened at least once before: #12912 (closed)

Steps to reproduce

1. Illustrated pretty well in videos above
2. Use the position relative to tool to move base on pad of footprint
