Dimension "arrow direction" control is in a weird place

Description

V9 dimensions can have the arrow pointing inwards or outwards. This is controlled with a dropdown in the Dimension Properties dialog.

Right now this control is under the "Dimension Format" section with the controls for precision, units, text prefix/suffix, etc. It feels a bit misplaced here, as everything else in this section controls the number format. I think it would be better in the "Dimension Line" section with the line/arrow settings.

  1. Place a dimension
  2. Open Dimension Properties dialog
