The report file generated by pcbnew has no stacking relationship

Description

When I used KiCad9 software and followed the steps in the figure to generate a report file, I found that the stacking relationship in the file was incorrect. There was no problem in KiCad8 version.

Steps to reproduce

1. Click on the Plot option.
2. Click on the Generate Drill Files option
3. Then click Generate Report File.
