Drag command doesn't work for multiple footprints anymore

Description

With kicad v8 the possibility to drag multiple footprints at the same time was introduced. This feature does not work with the v8.999 nightlies anymore.

Steps to reproduce

1. open attached project, open board: pcb_drag_multiple_FP.zip
2. assuming: "D" == DRAG-hotkey
3. select R103
4. "D" for drag --> R103 is dragged (with tracks attached) --> works with single selected FP
5. now check the same for multiple selected FP:
6. select R103+R104
7. "D" for drag --> nothing happens --> dragging multiple footprints is refused
