Skew tuner disagrees with DRC

Description

The length tuner agrees with the net inspector but the DRC fails.

Steps to reproduce

  1. Open attached project test_proj.zip
  2. Click on the tuner object on TEST_2_N and see it says skew is 0. pcb
  3. Open Net Inspector. netinspector
  4. Do a DRC. drc
  5. Observe the DRC skew check fails but the net inspector says the length of both TEST2_P and TEST2_N is within 1 micron.
