PCB design without diagram and netlist

In the PCB for hardware development, I arrange footprints and it is logical that if I do not have a diagram and a list of connections, I can draw a path from any pin of any element to any other pin in any element.
Sometimes it is like this, and sometimes the DRC control blocks me and does not allow me to approach the target pin.
I can only force it in the path properties window by changing the X,Y for the end of the path.
If there is no connection list, DRC may not necessarily work. As I understand it, DRC treats all fields as foreign networks in this case. However, it only works in some elements/pins.
