tracks don't hug in gal (magnetic tracks) (lp:#1771683)

It's not always possible to route tracks in a way that they hug to others.
Sometimes I can route a track close to neighbouring one and easily achieve
distance determined by clearance between them. Sometimes It's impossible,
the track can follow only grid and goes back if it's too close. It depends
of direction.
