[Schematic] Cannot create new hierarchical sheet

Description

New hierarchical sheets cannot be added to new or existing design files.

Steps to reproduce

1. Open existing project or start a new project
2. Open schematic editor
3. Select "Draw hierarchical sheets" tool
4. Create outline of sheet
5. Enter sheet name and sheet file name
6. Click OK
