PCB: Filter Selected Items includes groups even when not specified

Description

I wanted to select all tracks only, but it's automatically selected all groups too, which wasn't the expected behaviour.

Steps to reproduce

1. Create PCB and put some components into group
2. Create some tracks
3. Edit -> Select All
4. Right click -> Select -> Filter Selected Items...
5. Select: Include tracks

It should select tracks only, but groups are selected too.
