Error in kicad-cli pcb export pdf - wrong unit in user drawings layer

Description

kicad-cli pcb export pdf --layers "*" does not use the correct unit in the user drawings layer. The layer contains measurements set to millimeters but the export always contains inches, regardless of the chosen unit.
