Add ability to create live drill tables

Description

While KiCad currently supports creating a drill table, it requires exporting a file and then re-importing the file in order to add it to a fab drawing. This gets the job done, but is a tedious workflow and adds risk that the drill table falls out of date with the design.

As an alternative example, Altium allows live drill tables to be added, which automatically update as holes are added/removed/updated. If similar support for adding live drill tables was added to KiCad, it would improve this fab drawing workflow!
