Inconsistent move+rotate in eeschema
Description
Two different orders of combined move and rotate have different behaviors in eeschema.
Steps to reproduce
- First, press M to pick up a part, then move the mouse, then press R to rotate while still moving. This works.
- Second, press M to pick up a part, then immediately press R to rotate before moving this mouse. This produces a somewhat confusing "Press <ESC> to cancel drag" nagbar and somewhat breaks cancel (when you cancel the move, the rotate still has taken place, unlike in the first one)
