    Make use of BuildFlags.buildNumJobs when building qtah-cpp (issue #5). · 803d8bef

    This requires Cabal >=1.20 (which is widely available on distros now), and
    makes qtah-cpp able to pick the number of build jobs from Cabal's --jobs
    argument as qtah-generator and qtah do, rather than having to use a
    different mechanism, QTAH_BUILD_JOBS.  This variable still controls
    install.sh, but qtah-cpp is parallel by default now, since --jobs defaults
    to the number of CPUs available.
    
    This also makes install.sh pass --jobs when building the examples; it
    wasn't before.
