sys-apps/system76-driver: Support suspend workarounds via elogind
With USE=suspend-workarounds
(the default), system76-driver installs some wake-from-suspend hooks that reload some drivers. Currently this works via systemd's system-sleep hooks, but it looks like elogind could be supported as well, according to:

Notify non-systemd users that this is now supported via a postinst message.
