Consider two-package deployment

Currently the recommended approach for publishing Hoppy libraries is to upload all three packages to Hackage (foo-generator, foo-cpp, foo). The fewer packages we have to upload, the better. Consider whether we should just run the generator before packaging, and only upload foo-cpp and foo.
