public keys not delivered

This issue goes back a few days. Key retrieval is not functional via webUI (Firefox) or GPG Keychain on macOS. While GPG Keychain fails with unknown error, Firefox webUI says Oops. An error occurred during a connection to keys.openpgp.org.
