FSF address in LICENSE.GPL2 needs an update

The FSF does not reside in 51 Franklin Street anymore, thus the address in the LICENSE.GPL2 should be updated (in two spots). Best solution is to use the URL as it can be seen in the latest version of the license text at https://www.gnu.org/licenses/old-licenses/gpl-2.0.txt
