Fix tests on Java versions >= 11

Since JDK version 11, JAXB and JAX-WS are no longer bundled with the JDK. This causes the annotations1.scm, bad-annotations2.scm and jaxb-annotations3.scm tests to fail when building Kawa and running its tests with JDK versions 11 and up.
