Remove ability for Class R to clear Time Attack challenges

zander3312requested to merge
zander3312/ring-racers:classrnochal into master

Currently, Class R is capable of clearing Time Attack challenges that do not involve medals, notably the Popcorn Workshop Time Attack challenge to finish in under 1:38.00. This merge request adds a new check to challenge logic that ensures Class R cannot clear any Time Attack challenges at all, including said Popcorn Workshop challenge.
