Add librizin-cutter-dev

This package installs the dev files for Cutter plugins.

An additional package librizin-cutter-dev has been added to support the build of Cutter plugins like rz-ghidra so the user can install the devfiles only if it is necessary to build a plugin.

This has converted this package to a multi package. The files to be installed are now declared in proper .install files per package.

The install of rizin-cutter will be still required to build plugins. This is caused by a dependency to the cutter binary declared in the Cmake files of Cutter.
