This package has been broken since Python 3.11 enter Kali (~ 10 months ago). Nobody complained, so maybe nobody use it? The project seems dormant upstream, I opened a MR that tries (and fails) to fix it: https://github.com/iniqua/plecost/pull/35. No feedback. Let's just remove this package from Kali until we know better.
